The ADR analyzed the affidavits of a total of 643 ministers.

302 ministers (about 47%) across the country have accepted themselves of a criminal case. Among them, there are 174 ministers who have serious allegations like murder, kidnapping and crime against women. At the same time, 29 (40%) out of 72 ministers of the central government have accepted the criminal case.

This information has been revealed in the report of Election Reform Association for Democratic Reforms (ADR). ADR analyzed affidavits of a total of 643 ministers of 27 states, 3 union territories and central government.

ADR also said that the affidavits on which the report has been prepared had entered during the elections between 2020 and 2025.

The condition of these cases can also change. The central government recently made a proposal, in which the Prime Minister, Chief Minister and ministers were asked to be removed from the post after 30 days of arrest in serious criminal cases. A few days later this report has come out.

Country’s richest minister

  • Dr. Chandrashekhar Pemmasani (TDP, Andhra Pradesh) – 5,705 crore property.
  • DK Shivkumar (Congress, Karnataka) – 1,413 crore.

Party wise status

  • Out of 336 BJP ministers, 136 (40%) are criminal cases, while 88 (26%) are serious allegations.
  • Out of 61 ministers of Congress, 45 (74%) are cases, 18 (30%) are serious allegations.
  • DMK has 27 (87%) ministers out of 31, there are serious cases at 14 (45%).
  • TMC has cases at 13 (33%) out of 40, 8 (20%) have serious allegations.
  • The Telugu Desam Party (TDP) has 22 (96%) ministers out of 23, 13 (57%) have serious cases.
  • The Aam Aadmi Party has 11 (69%) ministers out of 16, 5 (31%) have serious allegations.

Analysis of the property of ministers

  • The total assets of 643 ministers are ₹ 23,929 crore. On average, every minister has assets worth ₹ 37.21 crore.
  • Out of 30, 11 out of 30 assemblies are the billionaire ministers. Karnataka has the highest number of 8 billionaires, 6 in Andhra Pradesh and 4 in Maharashtra.
  • Out of 72 ministers in the central government, 6 ministers (8%) are billionaires.

Party wise billionaire minister

  • 14 BJP ministers are billionaires (4%of the total).
  • 11 Congress ministers are billionaires (18%of total).
  • TDP has 6 ministers billionaires (26%of the total).
  • Aam Aadmi Party, Janasena Party, JDS, NCP and Shiv Sena are also a billionaire minister.

State -wise status

More than 60 percent of ministers are accused in criminal cases in Andhra Pradesh, Tamil Nadu, Bihar, Odisha, Maharashtra, Karnataka, Punjab, Telangana, Himachal Pradesh, Delhi and Puducherry. On the other hand, no minister of Haryana, Jammu and Kashmir, Nagaland and Uttarakhand has no criminal case registered.
