New revelations are being made in the suicide case of senior Haryana IPS officer Puran Kumar. Many IAS officers of SC fraternity have claimed that many senior officers were angry with Puran Kumar getting the main posting like IG of Rohtak Range and wanted to bring him down at any cost.

Meanwhile, SC category IAS-IPS and HCS officers included in Haryana bureaucracy are seen openly standing with Puran Kumar’s family.
While talking to Dainik Bhaskar App, a senior IAS officer said on the condition of anonymity – Senior IPS officer Puran Kumar, coming from SC community, was being harassed for a long time. Ignoring their seniority, they were given non-cadre postings. He was appointed IG Home Guard in March-2023. Puran Kumar had also complained to the Chief Secretary in October 2023 that he was being appointed to a non-cadre-non-existing post.
Nine months later, in the administrative reshuffle in November 2023, Puran Kumar was appointed IG (Telecommunications). Although it was a cadre post, it is not considered a main stream post in the police department.
According to a senior IAS officer, in April-2025, when Puran Kumar somehow managed to get the main stream posting of IG of Rohtak Range on his own strength, the eyebrows of many senior officers of the state were raised. These officers wanted to bring Puran Kumar down at any cost.
After 5 months, on 29 September 2025, Puran Kumar was removed from the post of IG of Rohtak Range and sent to the Police Training College in Sunaria. After joining duty there, Puran Kumar went on five-day leave on October 2. He was to join duty on October 8, but a day before that, on October 7, he committed suicide by shooting himself in his house in Sector-11, Chandigarh.

Case filed against junior officer, mentioned nine times in FIR According to a senior IAS officer belonging to the SC community, in order to humiliate Puran Kumar, who became the IG of Rohtak range, on the complaint of a liquor businessman, an FIR was lodged in the Urban Estate police station of Rohtak against the junior officer who used to salute Puran Kumar there till a few days ago. Of course, Puran Kumar’s gunman Sushil was named in this FIR but the real intention was to implicate Puran Kumar. For this reason, he, IG Rohtak and IG office were mentioned nine times in the FIR. The purpose of this entire exercise was to make Puran Kumar feel humiliated. Not only this, the rule is that if there is a complaint of corruption by an ADGP level officer, then only a DG level officer can investigate it, but this did not happen in the case of the FIR registered in Rohtak.
Family and society will fight in two phases All the officers and people of the society belonging to SC category have given full support to the family of late Puran Kumar. Also said that this case should be looked at in two phases. First – FIR should be immediately filed against the current DGP Shatrujit Kapoor and Rohtak SP Narendra Bijarania and their arrest and suspension. Second – The officers who are accused of caste-based harassment in the suicide note should be investigated impartially. There may also be a demand for CBI investigation.
IAS officer wife gave 2 representations Puran Kumar’s wife and senior Haryana IAS officer Amneet P Kumar lodged a complaint at Sector-11 police station of Chandigarh Police on Wednesday. In this, legal action was demanded against DGP and Rohtak SP. However, when CM Nayab Saini reached his residence on Thursday to express his condolences, Amneet P Kumar gave another representation. It was demanded that an FIR be registered against all the officers named in her husband’s suicide note and all of them should be arrested. The suicide note contains names of 15 current or retired IAS-IPS officers.

On Wednesday, Chief Secretary Anurag Rastogi, who came to meet IG Puran Kumar’s wife, spoke to the media. But, he did not give any information related to the action.
Now know here what is going on in Y Puran Kumar case…
- FIR registered on the basis of suicide note: Meanwhile, Chandigarh Police registered an FIR in this matter at around 10.30 pm on Thursday night. In this FIR, all those whose names were written by Puran Kumar in his suicide note have been made accused. He had written the names of 15 IAS-IPS officers of Haryana in the suicide note. According to Chandigarh Police, all those whose names were there in the suicide note have been made accused. However, Amneet P. Kumar had given a written complaint on Wednesday night to register a case against Shatrujeet Kapoor and Narendra Bijarania and arrest them immediately.
- The sections in which the case carries a provision of punishment up to 10 years: In the Puran Kumar suicide case, Chandigarh Police has registered an FIR under Section 108, 3(5) of the Indian Judicial Code (BNS) and Section 3(1)(r) of the SC/ST Act. Section 108(3)(5) of BNS is imposed when two or more persons together incite someone to commit suicide. In this, a maximum imprisonment of up to 10 years and fine can be imposed. Similarly, Section 3(1)(r) of the SC/ST Act is imposed on intentionally publicly insulting or intimidating a member of a backward class at any place. Under this, there is a provision for punishment and fine ranging from 6 months to 5 years.
- Family asked for security: On Thursday, Haryana CM Naib Saini reached Puran Kumar’s official residence to meet his wife and IAS officer Amneet P. Kumar. There CM Saini talked with Amneet P. Kumar in a separate room for about an hour. Amneet P. Kumar submitted a 2 page complaint to the CM. In this, he demanded to suspend and arrest the officers whose names were written in the suicide note of Puran Kumar and to provide security to his family. Amneet P Kumar even told the CM that this is not a suicide, in a way it is a case of murder.
- High level meeting at CM residence: According to sources, the government is preparing to take action to forcibly leave DGP Shatrujit Cooper and remove Rohtak SP Narendra Bijarania. A high level meeting was also held at Chandigarh CM residence regarding this. Considering the pressure from Puran Kumar’s family, there is a possibility that orders may be issued by the government soon.
- DGP’s meeting with CM at the airport: As soon as CM Saini reached Chandigarh on Thursday, he met DGP Shatrujit Kapoor at the airport itself. CM took the complete report from him. Before the CM, Haryana Chief Secretary Anurag Rastogi and Home Secretary Sumita Mishra reached the official residence of Amneet P. Kumar in Sector-24. Along with this, Cabinet Minister Krishna Panwar and Congress MLA Geeta Bhukkal also came to meet Amneet.
- IAS Amneet has given complaint against DGP: Amneet P. Kumar had given a complaint against Haryana DGP Shatrujit Kapoor and Rohtak SP Narendra Bijarania in Sector-11 police station of Chandigarh on Wednesday evening. She alleged that the DGP and SP harassed her husband, subjected him to caste discrimination and tortured him. Being from the SC/ST community, he was subjected to caste based abuses and publicly humiliated.

Haryana IPS suicide case – FIR on the third day: IAS wife said – this is murder; Government will remove DGP-SP, their names in suicide note

Chandigarh Police registered an FIR late Thursday evening, the third day after the suicide of senior Haryana IPS officer Y Puran Kumar. This FIR has been registered in Sector-11 police station number 156 under section 108, 3(5) of the Indian Code of Justice (BNS) and section 3(1)(r) of the SC/ST Act.
