According to sources, there is a tremendous stir in the state bureaucracy after the suicide of an ADGP rank level IPS officer. After this episode, many IAS officers coming from SC community have expressed their anger in front of Chief Secretary Anurag Rastogi. Senior IAS officer D Suresh even openly expressed his views on this issue before CM Naib Saini.
These officers say that for the last 3-4 years, on the instructions of a senior IPS officer, officers coming from weaker sections of the society have been targeted. Fear was spread among them. For this the help of gangsters was also taken. On the basis of anonymous and false complaints, officers of SC community were arrested. Even constitutional procedure was not followed in such cases. In a way, the entire system failed.
These IAS officers from the SC community say that all this was done to become heroes in the eyes of their political masters.
D Suresh said – Justice should be given D. Suresh, Principal Secretary, Food Civil Supplies and Consumer Department of Haryana Government and Resident Commissioner of Haryana Bhawan, New Delhi, said that he presented the entire matter in front of CM Saini. Told the CM what was going wrong. Constitutional procedures should be followed. As far as Puran Kumar’s suicide case is concerned, justice says that there should be FIR, arrest and suspension. The suicide note shows that the IPS committed suicide out of fear. The family is in pain and angry.

What did SC community officers say while talking to Dainik Bhaskar app?
- Earlier the CM or CS used to call the officers and explain: Haryana’s bureaucracy was internally divided into two factions for a long time, which Puran Kumar’s suicide episode has brought out in the open. The team of Dainik Bhaskar App contacted many current and retired IAS-IPS officers to understand the reasons behind this ongoing internal tussle. Many officials agreed to talk on the condition of anonymity. A senior IAS officer said – There has been a tradition in Haryana that if any senior officer had any complaint, the CM or CS would call him and explain it to him. Then, if necessary, investigation and then approval would be taken and FIR or arrest would be made. Till 3-4 years ago this practice was being followed in the entire bureaucracy. Direct arrest of officers was made only in those cases in which they were caught red handed in a corruption case.
- Now FIR, arrest and torture without permission: The IAS officer said – Now no procedure is being followed. Arrests are being made by filing direct FIR for arrogance of power. In the last two years, there have been many such cases when IAS officers were directly arrested even though there is a provision for constitutional protection in the system. Approval from Government-CS is required for primary investigation against IAS officers.
- Rule – No investigation or inquiry can be conducted without prior permission: Another IAS officer from the SC community said – Section 17A is a new provision in the Prevention of Corruption Act, 1988. This section has been amended and added in 2018. Its purpose is that the police cannot initiate investigation or inquiry in any case of corruption relating to any decision or recommendation taken by any public servant while holding his office without the prior permission of the Government. This rule is not being followed in many cases in Haryana.
- Use of anonymous-false complaints: Another officer said that in the recent past, anonymous and false complaints were used to implicate officers from weaker sections like SC-BC. On the basis of these, FIR was registered and arrest was made directly. Tortured. Its purpose was only to spread fear among the officers coming from backward classes. The message was clearly given that only those who raise questions will be implicated. Fake evidence and WhatsApp chats were used as the basis, that too without any investigation. An IAS officer told – Many times officers used to come to me and tell me not to take even the first letter of the name of such and such an officer, otherwise he might implicate us.
- Arbitrary use of Anti Corruption Bureau: An IAS officer, who has faced the action of Anti Corruption Bureau (ACB), said – ACB was grossly misused to make numbers in the eyes of the government. Action was taken on false complaints. Initially, Patwari or small level officers and employees were caught. After that, to gain popularity, senior officers were targeted, that too without following any procedure. After receiving ‘blessings from above’ the CS office was also called cold. From there, approvals started coming quickly. The government was misled by saying that this was creating an image of zero tolerance on corruption.

Some things that are being said about DGP…
- Kapoor became DGP after being ACB Director General for one year: Current DGP Shatrujit Kapoor, who came under question due to Puran Kumar suicide case, was the Director General of Anti Corruption Bureau (ACB) from the year 2022 to August 2023. In 2022, 246 cases of corruption were registered, out of which 170 were trap operations. Recorded 205 cases in 2023, of which 152 were raids. 186 government employees were arrested. In August – 2023, Kapoor was promoted and given command of the police department.
- Ignoring seniority: After the retirement of PK Aggarwal in the Khattar government, when the opportunity came to make a new DGP, the two senior most IPS officers were ignored. At that time, Shatrujit Kapoor of 1990 batch was made DGP in place of 1989 batch IPS officers Mohammad Akil and RC Mishra. Although the names of Akil and Mishra were in the panel sent by the Khattar government to UPSC, but in place of these two, their junior Kapoor got the ‘trophy’.
- When complaint was made in Electricity Corporation, Kapoor got benefit: An officer said that when the current DGP Shatrujit Kapoor was made the MD of Electricity Corporation, the issue of work allotment of Rs 25 crore without tender was raised. Kapoor’s name also came up in this. An association filed a petition in the Punjab and Haryana High Court demanding a CBI investigation. At that time, on the notice of the High Court, the government filed an affidavit saying that prior permission under 17A is necessary for preliminary investigation.

Chief Secretary Office, former IAS-IPS officers did not support These officers belonging to SC fraternity say that it is the responsibility of the Chief Secretary to protect the subordinates. Hearing their representation but for some time now the CS office has also been overlapped in a way. There was no hearing there. Former IAS and IPS officers also did not stand together.
Y Puran Kumar has also written in his suicide note that he had written a written complaint to CS and CM Chief Principal Secretary Rajesh Khullar about the caste discrimination he was facing, but no action was taken.

D Suresh had to go to the High Court: A draft charge sheet was sent to senior IAS officer D Suresh in July 2023. He was accused of re-allotting 1.5 acres of land at old rates to a school society in Sector-55-56 of Gurugram. When the government allowed the Anti Corruption Bureau to investigate, D Suresh reached the High Court. There he argued that he had given judicial order and observation and the order was not even implemented. On this he got relief from the High Court.

The IAS had said this at a time when the SCB had sought permission from the government to register an FIR against him in the plot allotment case.
Arrest of Vijay Dahiya, issue of discrimination raised: IAS officer Vijay Dahiya was arrested by the Anti Corruption Bureau on corruption charges on 10 October 2023. The allegation was that he asked for a bribe of Rs 5 lakh to clear a bill of Rs 50 lakh. Dahiya got bail in November 2023 and was reinstated in December 2023. Dahiya complained to the National Scheduled Castes Commission (NCSC) that General Category and SC Category officers were being treated differently in similar cases. SC Mahasabha also complained that ACB wrongly targeted SC officers.
Jaiveer Arya arrested, government did not allow the case: Corruption charges were also imposed on IAS officer Jaiveer Arya. It was alleged that he asked for Rs 5 lakh in the name of getting posting. After his arrest on 11 October 2023, he was sent to judicial custody. Also suspended. However, he got regular bail on 28 November 2023. The Haryana government refused permission to prosecute Jaybir Arya in corruption case as the ACB had not taken prior approval under Section 17A for action against him.
IPS officer Rajendra Meena also alleged harassment: 2011 batch IPS officer Rajendra Meena alleged in October 2023 that he was harassed by ACS (Home) TVSN Prasad. He was banned from deputation at the Center for 5 years because he did not accept the post of Superintendent in BPR&D which was offered to him. Meena claimed that this deployment was done only with the intention of harassing her. However, then TVSN Prasad had refuted his allegations and said that the state government and the Home Department had given the representative a chance by completing the procedures.

HCS Association also said- the accused officers should be temporarily removed from the post. HCS Association has also written a letter to the CM regarding Y Puran Kumar. It said that the association urges that this matter be dealt with utmost seriousness, sensitivity and impartiality. It should be ensured that FIRs are registered without any delay and fair, transparent and timely investigation is conducted as per the new criminal laws. In the interest of justice, the Association also suggests that it is absolutely necessary to temporarily remove the accused officers to reduce the possibility of undue influence on junior investigating officers.
