The suicide note includes the names of 15 current and former officers of the state. These include Chief Secretary (CS) Anurag Rastogi, DGP Shatrujit Kapoor, former Chief Secretary TVSN Prasad, former ACS Rajeev Arora, former DGP Manoj Yadav and PK Aggarwal. Apart from the DGP, the main ones among the current police officers are 9 IPS officers Amitabh Dhillon, Sandeep Khirwar, Sanjay Kumar, Kala Ramachandran, Mata Ravi Kiran, Sibas Kaviraj, Pankaj Nain, Kulvindra Singh and SP Rohtak Narendra Bijarania.
IPS Y Puran Kumar has also taken the name of former DGP Manoj Yadav in the suicide note.
Two important points in the last paragraph of the last note
- Names of DGP and SP Rohtak written in the last paragraph: In the last paragraph of the last note, Puran Kumar, while writing the names of DGP Shatrujit Kapoor and Rohtak SP Narendra Bijarania, wrote – An attempt is being made by the DGP to implicate me in a false case by using Narendra Bijarania as a shield so that my honor can be hurt. No action was taken on the complaint I had made against Bijarania. I can no longer tolerate the constant harassment, social exclusion, mental pain and torture due to casteism. So I have taken this decision to put an end to all this.
- Now I can’t stand it: Before dying, the IPS wrote that I have written in this note that the above mentioned IAS and IPS officers have crossed the limits of atrocities on me and now I no longer have the courage to tolerate all this. I hold these officers responsible for my last step. Appointment on undesignated posts, not responding to my applications, harassing me, insulting me in the society and continuously trying to take false action against me. All these tortures have forced me to take the final step and I can no longer tolerate it.
Information given to CM’s Chief Principal Secretary Wrote in the last note that on November 15, 2024, I met Rajesh Khullar, Chief Principal Secretary to the Chief Minister, in his camp office. Told him in detail about the casteist attacks and atrocities happening on him. Khullar agreed after listening to me and also gave written documents. After this, met him again on 27 December 2024. In this, I got information through a newspaper published on 26 December 2024 that preparations are being made to chargesheet me. Khullar assured me and ordered ACS Home to investigate the entire episode again. Wrote that all this action came in the media on the instructions of DGP Haryana. This hurt his honour.

- ACS and DGP stopped arrears: In the last note written by Puran Kumar before committing suicide on October 7, the officers were held responsible in a sequential manner. It is written in the note that I want to highlight these facts. Wrote that the then ACS Home TVSN Prasad and DGP Shatrujit Kapoor had stopped my arrears.
- Housing not allotted in Panchkula: When it came to allotting accommodation in Panchkula, Kala Ram Chandran gave an affidavit on behalf of the DGP saying that the guest house is already allotted in the name of Faridabad Commissioner. The DGP made several quick comments in my ACR. False information about me was transmitted over a wide area network (WAN). Took cognizance of several false complaints to harass me.
- Government vehicle snatched after applying RTI: IPS Amitabh Dhillon took inappropriate action when I sought information through RTI and my official vehicle was taken away. Dhillon also raised questions on my salary savings. IPS Sanjay Kumar tampered with the documents related to me to harass me.
- False cases fabricated after transfer: IPS Pankaj Nain circulated false complaints against me at the instigation of DGP and Amitabh Dhillon. IPS Sandeep Khirwar and Sibas Kaviraj fabricated false cases after I was transferred from the post of Joint Commissioner in Gurugram. The then DGP Manoj Yadav and the then ACS Home Rajeev Arora tried to damage my reputation.
- Harassed for going to temple: The then DGP Manoj Yadav had harassed me for going to the temple built in the police station. Not only this, Manoj Yadav, then DGP PK Aggarwal and then ACS Home TVSN Prasad, all three are batch mates. No stone was left unturned to harass me and give me caste based mental torture. I had complained about this to the then Home Minister but no action was taken.
- CS and ACS did not hold hearing: I had also informed the present Chief Secretary (CS) and the then ACS Home Anurag Rastogi in writing about the atrocities being committed on me, but they ignored it and did not take any action. On November 8, 2024, IPS Kulwinder Singh called me and said that the DGP has ordered the permanent removal of a police officer. The next day he again called me and threatened me and asked me to be careful. IPS Mata Ravi Kiran harassed me socially by saying wrong words during my posting on X cadre. This had a very serious impact on me and is the primary reason for taking this final step.
Property details revealed in the will Puran Kumar has also written a will to transfer all his property in the name of his IAS wife Amneet P Kumar. This will was made a day earlier on 6 October. This includes an account in HDFC Bank, demat shares, 25 percent stake in a house in Sector 11, Chandigarh, a plot in Mohali and an office property in Gurugram.

Signed in green pen, last paragraph bolded The typed suicide note is signed at the end with a green pen. Generally officials use green ink for signs. The last paragraph is bolded. The names of DGP Shatrujit Kapoor and Rohtak SP Narendra Bijarania are mentioned in this paragraph. It is written – An attempt is being made by the DGP to implicate me in a false case by using Narendra Bijarania as a shield, so that my honor can be hurt.
Complainant’s video on social media throughout the day viralMeanwhile, a video went viral in social media groups on Wednesday. In which there is mention of the case in Rohtak, in which IPS Puran Kumar’s gunman Sushil Kumar has complained of demanding a monthly salary of Rs 2 to 2.5 lakh from the liquor businessman.
The gunman’s name came on 6 October. The next day, Y Puran Kumar’s name came up in this case. On October 7 itself, Puran Kumar committed suicide by shooting himself. In the video that went viral on Wednesday, the liquor businessman is telling the whole story with his mouth covered.
