Haryana IPS officer Y Puran Kumar was a resident of Andhra Pradesh. He lived in Kothi, number 116 of Sector 11 of Chandigarh.
Senior IPS officer Y Puran Kumar of Haryana committed suicide on Tuesday. He shot himself in the basement of his kothi in Chandigarh. Y Puran Kumar was posted as IG at Sunaria Police Training Center (PTC) in Rohtak.

Yu Puran Kumar, a 2001 batch Haryana cadre officer, was in discussion several times during his posting. In the year 2020, he complained to Ambala SP accusing the then DGP of harassment after a dispute over going to the temple on the day of holiday. Along with this, he also raised the issue of discrimination in the field posting of Scheduled Caste officers.
Apart from this, during the Haryana Assembly elections in 2024, he lodged a complaint with the Election Commission regarding the posting of an IPS officer. He had said that the officer is close to the ruling party, so he should be transferred. Last year, he returned his old Honda City car on not getting a new Innova car and wrote a letter to the Chief Secretary and questioned the vehicle allotment system of the officers.

DGP accused of harassment in 2020 In 2020, Y Puran Kumar had a dispute with the then DGP Manoj Yadav. On 3 August 2020, Y Puran Kumar went to the temple built in Shehzadpur police station on the day of holiday. The then DGP Manoj Yadav had asked him whether permission was taken from the government before setting up the temple. Y Puran Kumar had replied that the temple is before his appointment and Manoj Yadav cannot stop him from worshiping on a public holiday.
He then lodged a complaint against Ambala SP against DGP Manoj Yadav, but in case of no action, he sent a complaint to the National Scheduled Castes Commission, Ministry of Home Affairs and the Central Government. However, the Home Department later investigated the entire case and dismissed their complaint. After this he went to the High Court, but the High Court also rejected it as unnecessary.

Case of 2 government houses of IPS officers raised In the year 2023, Y Puran Kumar had exposed the case of capturing two government houses by 9 IPS officers. Subsequently, a government house was evacuated from the concerned officials and they were also fined. After this incident, the state government issued an order that no officer would be able to keep two houses.
Questions on field posting of SC officers Y Puran Kumar had also raised his voice regarding the field posting of SC officers. He had written a letter to the National Scheduled Castes Commission on 16 February and 28 June 2024 that the field posting of officers in Haryana is being discriminated against. SC officers are not being given proper representation in field deployment and reports to be sent to the Commission every three months are also not being sent in this regard.
IG complained to Election Commission During the Haryana Assembly elections in 2024, Y Puran Kumar filed a complaint with the Election Commission against IG Rajendra Kumar of South Haryana Range. In the complaint, he said that IG Rajendra Kumar is going to retire on 31 October 2024 and is very close to the ruling party. Therefore, they should be transferred according to the Election Commission guideline. After this, the Election Commission sought a reply from the Home Department in 24 hours.

Questions on promotion of IPS officers In 2024, Y Puran Kumar questioned the promotion of IPS officers of 1991, 1996, 1997 and 2005 batch of Haryana. He wrote a letter to Chief Minister Naib Saini and said that these promotions have been done incorrectly. The Finance Department, ignoring the rules of the Ministry of Home Affairs, made these promotions only with its consent.
He also wrote in the letter that he had earlier told the top officer of the Home Department on 11 October 2022 that the rules of the Ministry of Home Affairs should be followed to promote the post of DIG to the post of DIG to 2001 batch officers. He also demanded that his salary be again decided and he should also be given the outstanding money.
Complained on posting of 2006 batch officers In the year 2024, Puran Kumar sent a complaint to Chief Minister Naib Saini for not getting the posting even after promotion to the 2006 batch IPS officers in Haryana. In the complaint, he wrote that the officers of 2006 batch have been promoted, but their posting is still pending. Referring to the three officers, he said that all three of them are still working on their old posting, which is wrong.
Returned old car, letter written to Chief Secretary In 2024, Y Puran Kumar raised questions about his 7 -year -old Honda City car. Expressing displeasure over not getting the new Innova Crysta car, he returned his car. Also, he wrote a letter to the then Chief Secretary TVSN Prasad and also questioned the allotment system of the official vehicle to IPS officers.
He wrote in the letter that the vehicle (Honda City) given to him was not in line with the rank he deserved. He also wrote that in November 2023, he was allotted the 2017 model car (Honda City) after taking over the responsibility of IGP telecommunications and in charge of the emergency response aid system.
He alleged that the car allotted to him was 7 years old and in poor condition, while his predecessor (ADGP rank officer) was given a new Toyota Innova Crysta during his tenure.
