When Dainik Bhaskar investigated the matter, it was found that more than 100 fake licenses have been issued only from Indore and Ujjain RTO. If the records of the rest of the state are examined, then this figure can be more than this. This game has started ever since the process of Transport Department has been done online.

Know how the game of making fake license is happening …?
RTO of two states collusion The RTO of two states is in collusion with the work of making fake licenses. One state from where the license is made online and the RTO of the other state is issued to that license. The game of fake license is being done in two types of licenses.
First: Licenses that do not have an online record on the Sarathi portal. Second: Licenses of people whose records are present on the portal, but they renew or update their license from RTO of another state.
Understand, with which process fake licenses are being made…?
1. Licenses of people who do not have online records From the year 2021, all the work of the Transport Department is done online from the Sarathi portal. Regional Transport Officers have been given the right to entry to the regional transport officials to register the data which is not yet recorded on the Sarathi portal.
For example, before 2002-2003, manual licenses were made in the country, that is, the license had a book instead of a smart chip. In which complete information of the licensee was recorded. This data is not recorded online. In such a situation, if a person comes to RTO with his old license, then the employees enter the backlog of his license.
The benefit of this is being taken up to make fake licenses. Once the entry is done, it can be renewed or updated by any RTO of the country. According to the rule, old documents should also be recorded online with this entry, but this is not happening.

2. People whose license records are recorded online
Now those whose records of license are recorded online and they have to renew or update their license, then they can get it done in any state. This is a faceless system i.e. the applicant does not need to come to the RTO office. All the work is done on the basis of documents.
Now understand this disturbance with this one example
Haryana youth, 2 licenses issued from Indore-Ujjain Sohan Singh, a resident of Faridabad, Haryana, was issued two licenses from Indore and Ujjain at the same time of father Tejpal Singh. Sohan Singh gave his Aadhaar card to create a driving license. The date of birth is recorded on 5 January 1993. In this, his address is recorded near Holi Chowk, 73, Faridabad, Haryana -121004.
While the driving license issued on 2 June 2021 in the name of Sohan Singh from Ujjain RTO is written-194 Holi Chowk, Sant Kabir Nagar Ujjain. Three years after the license was issued from Ujjain RTO, Sohan Singh made a new driving license from Indore on 23 December 2024.
In this, an application was given to Indore RTO for address, date of birth and name change. This time the address given by Sohan Singh told Mali Mohalla, Hatod, Indore.

Now know what came to know in Bhaskar’s investigation…?
Both the addresses of Indore and Ujjain are fake Sohan Singh is actually a resident of Faridabad, Haryana, but a backlog entry was made in two different names from Manipur and Arunachal Pradesh on a meaningful portal named after him. The backlog entry from the RTO of Manipur was made on the basis of the Ujjain RTO. At the same time, license was made from Indore on the basis of backlog entry from Arunachal RTO.
Aadhaar card made from Faridabad, real, rest fake Bhaskar has three Aadhaar cards of Sohan Singh. The Aadhaar number is the same, but the addresses are written separately on all three. The address of Faridabad is written on an Aadhaar card. The address of Ujjain on the second and Indore’s address on the third card is written.
When Bhaskar checked the online validity of the Aadhaar card number, it was written that this card is existed. The address came from Haryana. This means that the address of Indore and Ujjain is fake.

The Aadhaar number in the Aadhaar validity check is correct, the address is from Haryana.
Holi Chowk does not exist in Ujjain Bhaskar then verified the address written on the driving license. Sohan Singh’s address on a driving license made from Ujjain RTO is written near Holi Chowk, Sant Kabir Nagar.
There is Kabir Nagar in Ujjain but there is no Holi Chowk nor there is no house in number 194 in Kabir Nagar. Similarly, the address is written on the driving license made from Indore RTO, Mali Mohalla, Hatod. This address was also not found in Indore.
78 from Indore, fake license from 39 from Ujjain Similarly, Jeet Singh, a resident of Ludhiana, Punjab, his backlog entry was made by showing the license of UP in the name of father Harkirat Singh. On this basis, in May 2025, license renewal was applied to Indore RTO. No documents related to Jeet Singh’s address were uploaded, even after this, a new license was issued.
Sources in the Transport Department told Bhaskar that so far, 78 fake licenses have been issued from Indore and 39 fake licenses from Ujjain on the basis of backlog entry of outside states in 8 months of this year. Documents were not verified to issue these licenses. All licenses were renewed without verification.

The Transport Department of Jeet Singh did not get any record.
Officers said- are investigating complaints When Bhaskar contacted the Commissioner of Transport Department Vivek Sharma in this matter and told him about the case of fake license of Sohan Singh and Jeet Singh, the Transport Department also checked his data.
The department also found in the investigation that Arunachal, one backlog entry of the license of Sohan Singh, resident of Haryana, came from Arunachal and the other from Manipur. Two of his licenses were issued on the basis of fake addresses of Indore and Ujjain. At the same time, the transport department did not get any record of Jeet Singh of Punjab.
Transport Commissioner banned procedure After this disturbance surfaced, Transport Commissioner Vivek Sharma immediately banned the updation of the license coming on the basis of backlog number of other states. That is, any kind of updates (names, address changes or application of renewal etc.) will be completely banned till further orders.
Officials say that such arrangements will be made by corresponding with the Union Transport Ministry that complete information about the license number of other states can be seen and tested.
