The complaint regarding the suicide of senior Haryana IPS officer Y Puran Kumar was lodged by his IAS officer wife Amneet P. Kumar at Chandigarh Sector-11 police station late on Wednesday evening. F against DGP Shatrujit Kapoor and Rohtak SP Bijendra Bijaraniyan in a four-page complaint.

In this complaint, IAS Amneet has made 7 allegations against the DGP and the SP of Rohtak. These include forcing people to commit suicide, publicly torturing and humiliating them, conspiring and implicating them in false cases.

IAS Amneet P Kumar has appealed to the Chandigarh Police to register an FIR against both the accused and arrest them as soon as possible. It has also been said that if they are not arrested soon, they can destroy the evidence to escape and affect the investigation.

  • DGP and SP forced to commit suicide: In the complaint, the IPS wife wrote – I, Amneet P. Kumar, IAS (2001 batch, Haryana), not only as a public servant, but above all as a bereaved wife and a mother, with a heart stricken with grief and wavering faith in justice, I complain to you that I am facing the biggest tragedy to befall the family. My husband Y Puran Kumar has been forced to commit suicide by DGP Haryana Shatrujit Singh Kapoor and Rohtak SP Narendra Bijarania. An FIR should be registered against them under Section 108 of the Indian Judicial Code (BNS) 2023 (formerly Section 306 (Abetment of suicide) and SC/ST Act) and their immediate arrest. Because my husband committed suicide due to their harassment and instigation.
  • My husband endured caste discrimination: Amneet wrote- I was on an official visit to Japan at the time of the incident and after coming to know about the unfortunate incident, I immediately returned to India. My husband was an officer with an impeccable reputation, integrity and exceptional public spirit. As a wife my soul is crying for justice, because for years my husband has been systematically humiliated, tortured by senior officers. These include Shatrujit Singh Kapoor DGP. My husband’s pain was not hidden and it is clear from the numerous complaints lodged by him (which he mentioned in his suicide note) that he had suffered caste-based discrimination.
  • The husband had informed about the harassment: The IPS wife wrote – He had informed me that he had come to know that a conspiracy was being hatched on the instructions of DGP Shatrujit Kapoor and by fabricating false evidence he would be falsely implicated in a small and mischievous complaint. On the instructions of the DGP, just before his death, a false FIR under Section 308 (3) BNS, 2023 was registered against my husband’s staff member Sushil on 6 October 2025 at the Police Station Urban Estate, Rohtak.
  • Was being implicated in the conspiracy: IAS Amneet wrote – As part of a well-planned conspiracy, my husband was being implicated in a false case by fabricating evidence against him, due to which he was forced to commit suicide in his final agony. He had contacted and talked to the DGP in this regard, but at that time the DGP had suppressed the conversation. Apart from this, my husband had also called SP Rohtak Narendra Bijarania, but he deliberately did not answer his call.
  • Wrote an eight-page suicide note: Amneet says – In the 8-page suicide note written with a broken heart, all the truths and the names of many officers who took my husband to this extent have been revealed. He would often tell me about these harassments. It is impossible for me to find words to express what I and my children have lost – a husband, a father, a man whose only crime was honesty in service. As an officer who has dedicated his career to protecting the law, I must now rely on the same institutions that my husband and I gave our best years to.
  • Abused caste, threatened for temple in police station: IAS Amin wrote- Apart from this, my husband endured caste-based abuses, exclusion from places of worship in the police premises, caste-based discrimination, targeted mental harassment and public humiliation. This insult was especially done by Shatrujit Singh Kapoor. It is the law that acts of persistent harassment, insult and defamation can also amount to incitement. Not only the immediate incidents, but the overall circumstances should also be investigated. Administrative harassment can drive a person to commit suicide.
  • This is not suicide, it is the result of torture: Amneet wrote- Moreover, harassing my husband on the basis of his Scheduled Caste identity is a separate and serious offense under the SC and ST (Prevention of Atrocities) Act, 1989. I am pleading not only for my family but also for the value of life and honor of every honest officer. This is not a simple case of suicide, but a direct result of my husband, who belongs to the Scheduled Caste, being systematically harassed by powerful and highly placed officials, who abused their positions and mentally tortured him.
  • DGP and SP influential persons will make every possible effort to avoid: IPS wife said- I request that Haryana DGP Shatrujit Kapoor and Rohtak SP Narendra Bijarania register an FIR against them and arrest them immediately without any delay. Both these accused are influential persons and hold influential positions. They will make every effort to change the situation in their favor, hindering the investigation including tampering with evidence and influencing witnesses. Justice for families like ours must not only be done, but must also be seen to be done. My children deserve answers. My husband’s decades of public service deserve respect, not silence.

Suicide note found in laptop: In the complaint, Amneet Kumar has written – I was informed by my family that the police has recovered the suicide note and has taken the body into custody. When I reached home and opened the cupboard, the laptop bag was lying there. Another copy of the suicide note was found in the laptop bag and when I opened the laptop, the same suicide note was typed in it, which I am handing over to you along with the laptop.
