Today, a meeting was held today in Delhi under the leadership of Punjab CM Bhagwant Mann and Haryana CM Union Water Power Minister CR Patil regarding the Sutlej-Yamuna Link (SYL) canal. After the meeting, Chief Minister Bhagwant Mann tightened up with Prime Minister Narendra Modi.

CM Mann said that if Indus Tritti is canceled then water problems will be solved. The quarrel is only 2-3 maf, but it will bring 24 MAF water. Trump should not tweet anything that I was Trititi, I restored it. If the treaty is canceled, we will get water.
Apart from this, CM Mann said that some things are solving. The conversation has moved a few steps ahead. We have inherited, but this issue has become a cancer for both the states. Some points have come out in today’s conversation, which can lead to some way.

Meeting will be held once again before 13
CM Mann said that the 5th turn met. In which senior officers were also present. The case is going on in the Supreme Court. Today there was a conversation in a good environment. August 13 is the date of hearing. The honorable court had said that it would be better if there is a conversation and talks.
Right now there is a threat of floods. Will meet once again before 13. The world is maintained on hope and I hope that I remained in the side of Punjab and the central government will understand it. We are food balls, for which water is needed. The Ripperian Lodge should be considered after 25 years.

Learn what happened in the last meeting
The last meeting was held on 9 July. Punjab Chief Minister Bhagwant Mann had a condition. CM Mann had said that there is no problem in giving them water, but the condition is that Punjab should first get Ravi’s water. Punjab’s stand on SYL is clear. It will not be made. Haryana is our brother, we have no problem in supply water further when we get water.
Before the meeting, CM Mann and CM Saini hugged and welcomed each other. This was the first meeting of the CM of both the states led by CR Patil and in the positive atmosphere.
Mann told the media after the meeting that the conversation took place in a very good environment. Haryana CM also said that the meeting was meaningful. Punjab-Haryana is both brothers. Both have the same Behra (courtyard). Work is being done to find a way to this issue.

CM had solved the middle path
The CM of Punjab said in the last meeting that there was a hope from the meeting. After the Pahalgam attack, the water of the Indus Water Agreement canceled from Pakistan should be brought to Punjab. Jhelum water cannot come to Punjab, but Chenab and Ravi’s water may come. These water can come in Pong, Ranjit Sagar Dam and Bhakra Dam.
What is the problem with giving that water further to Haryana? Haryana is our brother. We are the heirs of Bhai Ghannaiya, who gave water to the enemies. I told the minister that 23 million liters of feet (MAF) water will go from there. If we are fighting for two-three maf, then what will be the problem we will have?
Two-four canals will be built in Punjab. This will make Punjab again a repairian. Minister Patil has given positive response to his point. However, Punjab’s stand is clear on the SYL issue.
Efforts continue to agree before August 13
Syl 212 km long before meetings were without results. The 212 km long canal has become 92 km of Haryana, while the construction of 122 km of Punjab is still incomplete. This meeting is an attempt to agree between the two states before the hearing in the Supreme Court on 13 August.
The Supreme Court ruled in favor of Haryana in January 2002 and ordered Punjab to be constructed canal, but in 2004, the then Chief Minister of Punjab Captain Amarinder Singh passed the law in the assembly and canceled the 1981 agreement.
The meeting is held 4 times first
The first meeting of the CM of Punjab and Haryana on this issue was held on 18 August 2020, while the second meeting was on 14 October 2022 and the third meeting on 4 January 2023. The last meeting was followed on 9 July. But no consensus could be formed on both sides.

Syl canal controversy
- Punjab took Rs 1 crore from Haryana on November 18, 1976 and on 1977 SYL construction approval. Later, Punjab started ignoring the construction of the SYL canal.
- In 1979, Haryana approached the Supreme Court demanding the construction of SYL. Punjab challenged Section 78 of the Reorganization Act on 11 July 1979 in the Supreme Court.
- After the Punjab government was dismissed in 1980, the two states reached an agreement in the presence of PM Indira Gandhi in 1981. In 1982, Indira Gandhi started the construction of the canal by putting a tuck at village Kapuri in Patiala.
- In protest, the Shiromani Akali Dal (SAD) opened a front against SYL’s excavation. In 1985, the Rajiv-Longowal agreement was signed, in which the construction of the Punjab Canal was agreed.
- In 1990, two engineers associated with the construction of July 3 SYL were also killed. The then CM of Haryana, Hukam Singh demanded from the Central Government that the construction work should be entrusted to BSF.
- In 1996, the Supreme Court directed Punjab to construct SYL canal in 2002 in 2002. In 2015, Haryana requested the Supreme Court to form a constitution bench for hearing.
- The 5 members constituted in 2016 called all the parties during the first hearing. In the second hearing on 8 March, the work of bridging the 121 km long canal started in Punjab. Till March 19, the work of filling the canal was stopped, ordering the status quo of the Supreme Court.
- In 2019, the Supreme Court said that if both do not construct the canal, the court will construct the canal itself. In 2022, the Supreme Court has issued a notice to both the states to resolve the issue.
